Pastor Sandra Stepney, a native of Greenville, North Carolina, accepted the Lord as her personal Savior at the age of 16, and worked faithfully with the youth in her church, Wells Chapel Church of God in Christ. Pastor Sandra also served as a young speaker, mentor and weekly prayer group leader for youth and young adults in the community and the local church.
Pastor Sandra Stepney served as a student leader and student president of the United Student Fellowship Campus Ministry at North Carolina State University. Pastor Sandra served as the Married Couples Ministry leader and Women’s Ministry leader at the United Student Fellowship. Pastor Sandra accepted the call to Ministry in 1996 and was licensed to preach the gospel on October 26, 1997. Pastor Sandra was officially ordained as a Pastor in the Go Tell It Ministry Network of Churches in 2005.


Pastor Sandra joins her husband, Senior Pastor Reginald Stepney i, in the ministry and the call to begin a local church, Fulfilled Promise Tabernacle. This local church was birthed from the campus ministry in obedience to God to reach the harvest of souls in the City of Raleigh, and even the Nations. We began our first church services in January 2000. Fulfilled Promise Tabernacle is located at 320 Bledsoe Avenue in the "inner city" of Raleigh, North Carolina. Pastor Sandra is the Co-Pastor of Fulfilled Promise Tabernacle and Director of the Women’s Ministry. Pastor Sandra is passion about the development of the total woman - spiritually, physically, financially and professionally. Pastor Sandra is a conference and workshop speaker, encouraging women to step out into ministry and fulfill God’s purpose for their lives. Pastor Sandra hosts a quarterly meeting for Pastor’s Wives to support the ministry gifts of the First Lady. Pastor Sandra serves as a leader for Intercessory Prayer.

Sandra Stepney is a licensed Professional Engineer in the Transportation Engineering discipline and has worked for the North Carolina Department of Transportation and the Town of Cary over 26 years. Sandra is the founder of the Professional Women’s Business Conference, an annual conference designed for the professional development of women and college females. Sandra is a graduate of North Carolina State University with a Bachelor of Science degree in Civil Engineering. Sandra is a member of ASHE, American Society of Highway Engineers, supporter of the Susan G. Komen Race for the Cure and the InterAct Foundation.

Sandra is the second oldest of four children born to the late Thomas and Mary Atkins of Greenville, North Carolina. Sandra is happily married to the Reginald Stepney, who shares with her in the ministry of Fulfilled Promise Tabernacle. Mr. & Mrs. Stepney are the best of friends and have been married for over 28 years. They are the proud parents of two daughters, Krista, a 2010 graduate of the University of North Carolina at Chapel Hill, and Regina Stepney, a student at North Carolina State University, her parents’ alma mater. Most importantly, Pastor Sandra is devoted to her commitment to Christ and the work of the Holy Spirit. Pastor Sandra seeks to please God, understand the truth of His Word, and reveal that truth to the World.
